Governance

At Population Services and Training Center (PSTC), governance is anchored in a constitutionally mandated framework that ensures transparency, accountability, strategic direction, and institutional integrity. PSTC operates through a structured and policy-driven governance system designed to uphold its mission, safeguard organizational values, and ensure responsible stewardship of resources.

The organization’s governance architecture clearly delineates oversight, management, and operational responsibilities—ensuring that strategic leadership and program implementation function in alignment with approved policies, guidelines, and statutory provisions.

Governing Body

PSTC is guided by a nine-member Governing Body (GB), including tow youth representatives, elected by the General Body in accordance with its constitution. The Governing Body provides strategic leadership, policy oversight, and fiduciary supervision to ensure that PSTC remains mission-focused, compliant, and performance-driven.

The most recent Governing Body election was held on 20 December 2025, and the elected members are serving a two-year tenure (2026–2027).

The Governing Body is responsible for:
• Setting organizational standards and strategic priorities
• Approving and reviewing policy frameworks
• Ensuring sound financial governance and accountability
• Monitoring institutional performance and programmatic impact
• Safeguarding PSTC’s long-term sustainability and ethical compliance
Through regular review and oversight mechanisms, the Governing Body ensures that ongoing programs and initiatives are implemented effectively and in alignment with PSTC’s strategic vision.

A youth and adolescent expert, nutrition specialist and development communication practitioner, Ms. Sanjeeda Islam has been in the development arena for more than three decades. Ms. Islam is also a GB member of PSTC. A graduate though in English literature from the University of Dhaka, she had her Master of Public Health (MPH) from NIPSOM topping the list of achievers. Ms. Sanjeeda started her career with Johns Hopkins University, Center for Communication Programs (JHU-CCP), initially as Senior Program Officer and subsequently as Director Programs. Her experience in communications helped her launching Bangladesh Center for Communications Programs (BCCP) along with other initiators. He provided her expert services to Save the Children Australia, UNICEF, Bill & Melinda Gates Foundation and many more organizations.

A writer, director and well-known media personality, Ms. Gitali Badrunnessa Hasan is the Treasurer of PSTC. Popularly known as Gitali Hasan is a graduate of Chittagong University where she has her Masters in Sociology with Hons. Ms. Hasan initially started her career as Trainer in the arena of development field and became Master Trainer for Family Health and Counseling. Later she dedicated to writings and so far published more than 30 novels. She became associated with media more closely with the launching of Channel I and regularly writes and directs drama. Since 1997 Ms. Gitali writes Script for film and in 2006 she was awarded Kalakar Puroskar from India for her movie script writing O Amar Chhele. In 2013, she started directing movies with Priya Tumi Sukhi Hou.

Md. Badrul Munir FCMA, CGA

Treasurer

A professional and certified accounting personnel, Mr. Md. Badrul Munir has joined the GB as a valued member of PSTC. Having had his Accounting Masters from the University of Dhaka in 1979, he obtained a professional degree in Cost and Management Accountancy from the Institute of Cost & Management Accountants of Bangladesh in 1994 and became a Fellow member of the institute. He is also a member of the Institute of Certified General Accountants of Bangladesh. He served in different manufacturing industries and NGOs as the Chief Accountant, Finance Controller, and Manager of Finance. Finally, Mr. Munir ended his service as the Chief Executive Officer of CEBAI. During his service life, Mr. Munir involved himself with business in the late eighties, especially in Shares in both Dhaka and Chittagong Stock Exchange. Gradually, he involved himself in the business of Sarmano Group. Dr. Md. Golam Rahman

An educationist, media researcher and communication expert, Dr. Md. Golam Rahman is the Chairperson of PSTC. Dr. Rahman is the immediate past Chief Information Commissioner of the Information Commission of the Government of Bangladesh. He also served as the Chairman of Bangladesh Sangbad Sangstha (BSS), the State News Agency. Initially started his career as journalist, he moved to teaching profession and taught journalism and mass communication for more than four decades, mainly in the University of Dhaka. Dr. Golam Rahman was the Pro-Vice Chancellor of Daffodil International University (2014-15) and the Professor and Head of Department of Language and Communication Studies of the University of Technology, Papua New Guinea (2008-1010).

A S M Mahbubul Alam

Former Secretary to the Government of the People’s Republic of Bangladesh, Mr. A S M Mahbubul Alam is the Vice Chairperson of PSTC. During his long career in the civil service, Mr. Alam served as Deputy Commissioner of Kishoreganj. He had also been with the Bangladesh Parliament as Joint Secretary and different Projects’ Director and worked closely with UN agencies like UNFPA, UNDP, and other development organizations like, World Bank, Asian Development Bank, etc.. He served in the Ministry of Information also and his last working ministry was the Ministry of Local Government, Rural Development and Cooperatives before his retirement. Dr. Md. Khalequzzaman (Romen Raihan)

Dr. Md. Khalequzzaman is a medical doctor with more than 20 years research experience in Nutrition, Environmental health, non-communicable disease and Health Service Management. He earned his PhD from Nagoya University, Japan in 2011. In collaboration with Nagoya University, he had successfully completed the WHO STEPwise survey for the very first time in Bangladesh. In collaboration with the University of Cambridge, he is leading the urban slum cohort in Mirpur. From 2023, he is leading the first ever population-based cancer registry in Bangladesh.

Aleeya Tamzida is an Assistant Professor in the Department of English at Stamford University Bangladesh, with over sixteen years of experience in higher education. She holds degrees in English Literature and Applied Linguistics & ELT from the University of Dhaka. Her academic work spans language, pedagogy, and research engagement within national and regional scholarly platforms. In addition to her teaching and research involvement, she is an active literary contributor, engaging with contemporary social themes through creative writing and translation. As a Governing Body Member, she brings academic depth, analytical insight, and a strong commitment to institutional integrity and educational excellence.

Priyata Mondal

Priyata Mondal joined PSTC Governing Body in January 2025 as a youth representative. She is studying microbiology at BRAC University and is in her final year before graduation. According to her own voice, she is deeply passionate about exploring the intersection of science, social impact, and leadership. Alongside her academic journey, she is also the first-ever Chairperson of the National Youth Network (NaYoN) facilitated by Population Services and Training Center (PSTC). She also claims herself as an Activist in promoting young people’s voice, particularly on sexual and reproductive health rights (SRHR), and gender equality and youth participation. Beyond her passion for working for humanity, she is also an artist and entrepreneur, managing her own brand @beads.bonita, where she merges creativity with business. Her love for cultural pursuits, including music and dance, is evident through her receipt of more than 100 certifications, reflecting her dedication to excellence and personal growth.

Faiza Rahman Anila

Faiza Rahman Anila also joined the PSTC Governing Body in January 2025 as youth representative. She is currently pursuing a Bachelor of Business Administration (BBA) in Management Studies at Bangladesh University of Professionals (BUP), focusing on developing strong analytical, leadership, and organizational skills. She is passionate about exploring innovative strategies to solve business challenges and seeking opportunities to grow through practical experiences and professional connections. She is committed to balancing academics, activism, and creativity to drive meaningful change in society while building strong networks and collaborating on impactful projects. Anila is one of the pioneers in organizing and forming an active platform for the youth, by the youth, and with the youth, now known as the National Youth Network (NaYoN), facilitated by PSTC, and is the Vice Chairperson of NaYoN. She is also part of the South Asian Regional Network (SARYN), facilitated by IPPF SARO.

Dr. Noor Mohammad

An ex-officio Member Secretary of PSTC Governing Body, Dr. Noor Mohammad has been leading the organization, PSTC since Jan 2015. Dr. Noor has three masters in his credit: M.Sc. in Geography and M.Ed. from the University of Dhaka and MPH from the University of North Carolina at Chapel Hill, USA. He was awarded the Best Student Award for achieving highest grade point average in the session. Later on he did his PhD in Population Education. Having more than three decades of professional experiences and a known professional in the arena of Public Health, Dr. Noor has wide experiences of working with government, NGOs, INGOs, UN, research organizations, development agencies in different portfolios. This is to mention that Dr. Noor was also with Bangladesh Civil Service (7th Batch).
